Under the Speaker's announcement of 29 October, Ulf Kristersson (M) now gets an exploratory mandate that runs until Tuesday 10 November. Latest announcement: 3 November 2026
On 13 October 2026 Magdalena Andersson (S) delivered her final report on the exploratory mandate to Speaker Andreas Norlén. She judged that there had been progress but that at present the conditions are lacking to form a government the Riksdag can tolerate. Andersson told the Speaker she stood ready for a vote on a prime minister. It was for a Social Democrat only government, because she had no agreement with other parties. The same day Speaker Andreas Norlén put forward Magdalena Andersson as his proposed prime minister for a Social Democrat single party government. The proposal was tabled on 13 and 14 October and the Riksdag voted on it on Thursday 15 October at 12:00. On 15 October the Riksdag voted no to Magdalena Andersson (S) as prime minister: 99 yes, 248 no, 0 abstained and 2 absent. The proposal failed because at least 175 voted no. The Speaker may put forward a new proposal, up to four in total. If none is approved, an extra election is held within three months. After the vote the Speaker spoke with the party leaders by phone. On 16 October he said he is continuing informal talks and that the next step would be announced on Monday 19 October at 13:30. On 19 October 2026 Speaker Andreas Norlén gave Elisabeth Thand Ringqvist (C) an exploratory mandate to assess the conditions for a government the Riksdag can tolerate. She was to report to the Speaker by 26 October 2026. At that point no new date for a prime minister vote had been set. The Kristersson government remains as caretaker government. On 26 October 2026 Elisabeth Thand Ringqvist (C) reported on her exploratory mandate to the Speaker. She said there is no majority for a centre government. The Speaker would then discuss with party representatives by phone how to take the process forward and announce the next step. On 29 October 2026 at 15:36 the Riksdag announced that on Friday 30 October Speaker Andreas Norlén will put forward Elisabeth Thand Ringqvist (C) as his proposed prime minister for a government of the Centre Party, the Social Democrats, the Christian Democrats, the Green Party and the Liberals. The proposal is tabled for the first time on 30 October and for the second time on Monday 2 November. The Riksdag votes on it on Tuesday 3 November at 13:00. The Speaker announced the same day that Ulf Kristersson (M) will be given an exploratory mandate if the vote on 3 November does not result in a prime minister being approved. The mandate would then run from Tuesday 3 November to Tuesday 10 November. On Friday 30 October 2026 the Speaker's proposal for prime minister was tabled in the chamber for the first time, at the tabling sitting at 10:00. On Monday 2 November 2026 the proposal was tabled for the second time, at the tabling sitting at 13:00. The vote on the proposal is the first item on the chamber's agenda for Tuesday 3 November. On 3 November the Riksdag voted no to Elisabeth Thand Ringqvist (C) as prime minister: 25 yes, 324 no, 0 abstained and 0 absent. Only C voted yes. S, M, SD, V, KD, MP and L voted no. It was the Speaker's second proposal of up to four. If none is approved, an extra election is held within three months. Because the proposal failed, under the Speaker's announcement of 29 October Ulf Kristersson (M) gets a mandate to explore the conditions for a government the Riksdag will tolerate, from Tuesday 3 November to Tuesday 10 November. The Kristersson government has been a caretaker government since 17 September 2026 and stays in office until a new government has taken office. What does a committee do? Nearly all bills are first prepared in one of the Riksdag's 15 standing committees, where the parties negotiate before the chamber votes. The committees are often where the real politics is shaped.
